Description[?]:

The court system, in order to properly be effective in its civic functions, must have adequate access to evidence. Therefore we propose that letters of correspondence be available with the approval of a warrant from a judge. However, these warrants are only to be issued if there seems to be an immediate need and cause for attaining such letters. Also, if the letters of correspondence are found to contain no pertinent evidence after being attained, the contents of the said letters may not be disclosed.
