This is for debate on whether or not to ratify the Organization of Majatran States (OMS) treaty proposed by Islamic Revolutionary People's Party of the United Badaran Emirates. It states as follows:

Article I: Goals

The goals of the Organization of Majatran States (OMS) are to achieve an order of peace and justice, to promote solidarity amongst member nations, , to strengthen collaboration between member nations and to defend the sovereignty, territorial integrity and the independence of member nations.

Article II: Essential Purposes

The Organization of Majatran States (OMS) has eight essential purposes, namely;

- Strengthening the peace and security of the continent.
- Promoting and consolidating representative democracy, with due respect for the principle of nonintervention.
- Preventing possible causes of difficulties and to ensure the pacific settlement of disputes that may arise among the member states.
- Provide for common action on the part of those states in the event of aggression.
- Seeking the solution of political, judicial, and economic problems that may arise among them
- Promoting, by cooperative action, their economic, social, and cultural development.
- Eradicating extreme poverty, which constitutes an obstacle to the full democratic development of the peoples of the hemisphere.
- Achieving an effective limitation of conventional weapons that will make it possible to devote the largest amount of resources to the economic and social development of the member states.

Article III: Organization and Membership

Section 1: Organization

1) Permanent Council of the Organization of Majatran States:
The Permanent Council is one of the two main political bodies of the Organization of Majatran States, the other being the General Assembly.
The Permanent Council is composed of ambassadors appointed by the member states (one per state), and it meets regularly. The chair of the Council rotates among these permanent representatives of the member states, with each country chairing the Council for a six-month period.
Together, the General Assembly and the Permanent Council set broad priorities for the OMS; because it meets more regularly, however, the Council has immediate responsibility for directing the Organization's ongoing actions.

2) General Assembly of the Organization of Majatran States:
The General Assembly is the supreme decision-making body of the Organization of Majatran States (OMS). The Charter requires that the General Assembly convene once every year in a regular session. In special circumstances, and with the approval of two-thirds of the member states, the Permanent Council can convene special sessions. The Organization's member states take turns hosting the General Assembly on a rotating basis.
The states are represented at its sessions by their chosen delegates: generally, their ministers of foreign affairs, or their appointed deputies. Each state has one vote, and most matters – except for those for which the Charter or the General Assembly's own rules of procedure specifically require a two-thirds majority – are settled by a simple majority vote.
The General Assembly's powers include setting the OMS's general course and policies by means of resolutions and declarations; approving its budget and determining the contributions payable by the member states; approving the reports and previous year's actions of the OMS's specialized agencies; and electing members to serve on those agencies.

3) Specialized Agencies and Committees:
The Organization of Majatran States has several specialized agencies and committees which all report to the General Assembly.
The Specialized Agencies and Committees are; the General Secretariat, the Committee on Juridical and Political Affairs, the Executive Secretariat for Integral Development, the Committee on Administrative and Budgetary Affairs, the Committee on Hemispheric Security, the Secretariat on Inter-Majatran Summits Management.

Section 2: Membership

1) Gaining Membership:
All Nations on the continent of Majatra can apply for membership. Membership grants the right to vote in the Permanent Council of the Organization of Majatran States and the General Assembly of the Organization of Majatran States. They also have the right to elect delegates for the General Assembly and the Permanent Council.

2) Loosing Membership
Member States can loose their membership of the Organization of Majatran States if they take hostile acts against other Member States, if the democratically elected Head of State and/or Head of Government is expelled from office via a coup d’état or if the Head of State and /or Head of Government decides to suspent the democratically elected parliament.
In order to loose membership a 2/3 majority vote is needed in the General Assembly and the Permanent Council.

4) Observer States:
The status of Observer entitles Nations with large interests in Majatra to express their opinions and give advice but denies them voting rights. There will be no more then four Observer States at the same time and these four Observer States will be invited by the Organization of Majatran States to join the OMS as an Observer State.
