MessageArticle 4 implements a cap; presently you cannot be awarded money for damages received outside of medical and legal expenses. Article 4 provides for other damages, but with a cap to protect the doctors. Why have we not annunciated this cap? Because we don't believe this bill will pass. But as it has been in the three or four times we tried this before, the cap would be 50,000 KAF.
