Madam Speaker, a report issued today has indicated that our adoption system is in crisis. Our main adoption centres in Bekenial, Dalry, Langdon, Carter City and Wrightstown have forwarded statistics showing that only 40% of children under the age of 3 are being adopted, and 27% of children remain in adoption homes until the age of 16. Their capacity to take in more children is also limited. As we speak, both public adoption centres and private charities, all taken together, indicate that their capacity is 89% full. There will come a time extremely soon when they will have nowhere to put these poor children. At the same time, Madam Speaker, statistics gathered by Baroness Applegarth and the Hutorian Children's Fund show that 48% of adults who apply to adopt are refused, many for trivial matters. Madam Speaker, these statistics are extremely worrying and something must be done about it.

Madam Speaker, at the moment, the routine check-up can mean a variety of things depending on the whims of the Ministry of Health and Social Services at the time. Clearly, these standards are being set too high. Madam Speaker, I propose that there is no reason why an adult should be refused unless they show a history of child abuse. This is what matters most Madam Speaker, and we should ensure that these poor children are given the homes they so deserve.
