Bill: Anarch Anakrousite Shatter Income Tax Reform Proposal - (2134)

Details

Submitted by[?]: Commonwealth Workers Army

Status[?]: passed

Votes: This bill proposes to change income taxes. It requires more than half of the legislature to vote yes. This bill will not pass any sooner than the deadline.

Voting deadline: April 2135

Description[?]:

The Anarch Anakrousite Shatter propose to adjust the government's income tax policy to better address the economic situation of the Republic of Likatonia.

The planned model removes (another) tier of the poorest Likatonians, and introduces flat taxation for the remaining Likatonian citizens - at a level below the current maximum (50%) level.

If this is acceptable by the Senate, the NEXT AAS Taxation Bill would simply remove the tier distinctions, and make one single taxation band @ > 4,159 LIK.

This Proposal also seeks to finally remove ALL of the Luxury Tax from Likatonian goods, encouraging internal spending... and, maybe, overseas tourists coming to Likatonia to take advantage of our low-tax market place, and leaving foreign currency here.

If these paired Taxation and Spending Proosals go through, the AAS envisions the Likatonian Surplus being about 20 billion LIK.

For those interested, if the AAS is still Finance Minister in the next term, we intend to lower government spending further in some areas - and hopefully address the issue of lowering the Flat Tax some more.

MessageWe like the luxury sales tax. The people it targets barely even feel the additional expense. We also don't think that an absolutely flat tax is a good idea.

MessageWe oppose the plan for a flat tax. We believe that the richest citezens should always pay a higher rate of tax than those in the lowest tax band as they are more able to sacrifice a higher preportion of their income.

MessageThe AAS is unsure we understand why the Representative Party really oppose the suggested Tax Plan.

The AAS agrees that the rich are FAR more able to pay taxes than the poor.... which is why the AAS/AAP has progressively removed 'tiers' of lower-income taxpayers over the years that Gethsemene Garisson has been in the Finance office. Those BELOW the minimum level are, effectively, taxed at 0%.

In fact, the lowest taxation bracket ten years ago, was only a few hundred LIK. A casual glance shows that Likatonian citizens are effectively un-taxed, now, until a much higher income bracket.

As for flat taxes.... the head of a medium-sized corporation cannot afford a new Jag EVERY year, or the head of a mega-corporation has to pay installments on his yacht. Neither of them is starving, or in harm's way... and both can 'spare' a proportion of their income. At THAT 'safe' level, it makes liitle difference to the tax-payer if he is taxed 5% more or less than his income 'neighbour'.

MessageResponse to the PCP: The luxury tax on our own citizens becomes somewhat obsolete, in face of tax-exemption for ALL of the lowest income brackets. Our wealthier citizens are already paying a 'luxury tax' in their Income Taxes... since they are, effectively, paying tax on the ability to afford luxuries.

Plus, of course, we can encourage a great deal of 'tourism' spending, by foreign citizens visiting Likatonia to take advantage of our competetive market in luxury goods.

MessageThe tourism spending argument brings our vote in, as does the pointing out of the wide exception range.

MessageResponse to the PCP: That's the problem... I don't think parties are recalling quite where the original tax brackets were situated, or how much 'work' the AAS has already done on this front.
