| Message | Nell'atto pratico non cambierebbe niente, ma servirebbe per far tornare interesse per le elezioni dirette del Presidente, snobbate da alcune importanti forze politiche. Il fatto che il Governo sia un'espressione del Parlamento non è in discussione. Nemmeno il fatto che il Presidente della Repubblica debba presentare al Parlamento una proposta che sia espressione di qualsiasi maggioranza parlamentare, anche che non comprenda il partito di cui fa parte, è in discussione.
