Madam Speaker, I am delighted to propose here the spending plans for the forthcoming year. It is slightly higher than we would like but we expect both the spending plan and the tax burden to be reduced over time. Madam Speaker, as Rt Hon and Hon members of this House will see, spending shall be prioritised around the Ministry of the Interior, the Ministry of Justice and the Ministry of Defence. Next highest spending shall then be on the Ministries of Health and Education. Madam Speaker, the primary duty of a state is defence and law and order, explaining the high spending on these departments. After that, Madam Speaker, the importance of our health and education systems justify high spending here. Madam Speaker, the public-private system that we now have in these areas means that, thankfully, spending is not as high as it otherwise could be, and we look forward to spending being decreased in these areas.

Madam Speaker, the budget for the Head of Government includes the costs necessary to sustain the royal family, the House of Parliament and other such costs. The budget for the Foreign Office includes the maintenance of our embassies abroad as well as the necessary costs involved in employing diplomats and visits for those diplomats.

Madam Speaker, as the House will know, our current and even predicted spending on Trade and Industry is nowhere near as high as proposed in this Budget. We have a long tradition of government staying out of such affairs. However, the provision in law that we can bail out industry should it be required necessitates that money is set aside for such an occasion. Whilst the CLP believe that this law should never be used, it would be foolish not to put money aside. Madam Speaker, I am delighted that the low spending is to be continued in other departments, ensuring that every penny of taxpayers' money spent is justified and well thought through instead of splashing money around.

Madam Speaker, furthermore, this House will note that this budget will ensure that there is no deficit, which can only make our economy stronger. At the same time, Madam Speaker, the surplus is only very slight, ensuring that we are not taking money from the taxpayer for it simply to be sitting in government coffers.

Madam Speaker, I commend this budget to the House.

Madam Speaker, while we feel that this budget gives too little money to the environment ministry, and far too much to the office of the Prime Minister-- for what? Discretionary spending? One hundred billion lira seems excessive to pay for the upkeep of the royal family and the various government offices, given that the royal family is itself a large landowner that can pay for most of its own expenses-- we nevertheless commend the creation of a regularized budget policy instead of the murky allocation that was de rigeur in politics before.

MessageMadam Speaker, to clarify, the allocation to the office of the Head of Government pays for the royal family, the upkeep of 23 State Square and the House of Parliament, the heads of the civil service, including the Cabinet Secretary and the staff of 23 State Square, of which there are many.
