MessageHonourable Members of Parliament,

The Treaty of Kien has been reshaped in the sense that the Commonwealth has been included under Article II, section 3 as members of the Joint International Administration Council without pre-condition. The governments of Hulstria, Zardugal and Luthori rapidly agreed to our proposal of change, which clearly show their good-will.

Nonetheless, the Rutanian Relationship Act voted by the Hulstrian Diet entered into force, that is Hulstria instituted a naval blockade on the Canal, which will be lifted only after we ratify this treaty. So I ask once again all the parties to adopt a conciliatory and responsible stance in order to solve this problem as soon as possible.
