Be it enacted upon the Emperor's most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled: An Act to reorganize and reform the administration of the possessions of the Imperial Crownlands of Greater Hulstria ARTICLE I - Short title and etc. 1) This Act may be cited as the Territorial Reorganization and Governance Act 2) This Act shall come into force immediately upon the approval of the Imperial Diet. 3) Unless otherwise stated "Homeland" refers to the Imperial Crownlands of Greater Hulstria, as represented in the Imperial Diet. 4) Unless otherwise stated "Territories" shall mean all territory administered by Greater Hulstria that are not directly represented in the Imperial Diet. 5) Unless otherwise stated "His Majesty's Government" refers to the constitutional government of the Imperial Crownlands of Greater Hulstria. 6) Unless otherwise stated "Territorial Affairs Act" refers to the Territorial Affairs Act, 2694, and "Eastern Territories Reorganization Act" to the Eastern Territories Reorganization Act, 2802. ARTICLE II - Priority of this Act 1) The relevant and related articles and sections of Colonial Affairs Act and Eastern Territories Reorganization Act are superceeded by this Act. 2) The official name of the possessions of the Imperial Crownlands of Greater Hulstria shall be the "Territories of Hulstrian Dovani", to be referenced as either the Territories or Hulstrian Dovani. 3) The official title of the Imperial Commissioner shall be the "Imperial Commissioner of the Territories of Hulstrian Dovani", and can be referenced as "Imperial Comissioner" or "Imperial Commissioner of the Territories". ARTICLE III - Administration of Government 1) The Imperial Commissioner shall exercise all authority in the name of the government of the Imperial Crownlands of Greater Hulstria, as defined and limited in this act, the Colonial Affairs Act and the Eastern Territories Reorganization Act. 2) The Territories shall be divided into ten separate Districts to be titled "Regierungsbezirk" or District. 3) The Territories shall be organized into two Administrative Regions, the Eastern Territories and the South Eastern Territories. 4) The Imperial Commissioner shall appoint an Assistant Imperial Commissioner for each Administrative Region to assist in administration and coordination with Regierungsbezirk governments. 5) The Eastern Territories Administrative Region shall consist of the Regierungsbezirks of Heinrich der Große, Nord-Carina, Märtyrerland, Große Krähenfuß, Wildschweingebiet, Histap Längstal, Fernost Hulster, and Ost-Berge. 6) The South Eastern Territories shall consist of the Regierungsbezirks of Äquatorialhulster and Südosthochland. 7) The South Carinan Territories shall be the responsibility of the South Eastern Territories Administrative Region. The Assistant Imperial Commissioner for the South Eastern Territories shall act as the representative Chief Administrator of that region, as defined and created by the South Carinan Treaty 8)The Imperial Commissioner shall appoint a Chief Administrator to govern the affairs of each District. 9) The Chief Administrators shall take directives from the Imperial Commissioner and His Majesty's Government on how to exercise authority in the District. 10) There shall be a Representative Assembly to advise the Imperial Commissioner on the proper administration of the Territories. 11) The Representative Assembly shall consist of fifty members, five from each District, elected by those Territorial subjects entitled to vote, as provided for in this Act. 12) Elected Members of the Representative Assembly must make an oath swearing or affirming loyalty to His Imperial Majesty and His Majesty's Government before they may take up their seats in the Representative Assembly. 13) Only Territorial subjects who have attained the age of eighteen years and who have not been convicted of treason or serious felony may be entitled to vote. 14) There shall be Courts established in each District, headed by a Chief Magistrate appointed by the Imperial Commissioner, to ensure that justice is properly dispensed and that the laws are enforced. ARTICLE IV - Regierungsbezirks 1) The Staatsminister shall provide to the Imperial Diet, Emperor, and His Majesty's Government at the time of the introduction of this Act an official map of the Eastern Territories divided into ten Regierungsbezirks. 2) The names of the districts shall be - Heinrich der Große; Nord-Carina; Märtyrerland; Große Krähenfuß; Wildschweingebiet; Histap Längstal; Fernost Hulster; Ost-Berge; Äquatorialhulstria; Südosthochland 3) The Imperial Diet may, by majority vote, designate a capital city for each district. ARTICLE V - Languages 1) The Hulstrian and Gao-Showan languages shall be considered equal throughout the Territories. Neither shall be considered more senior than the other. Native local languages shall be given secondary official language status within the District they are spoken. 2) All Territorial subjects shall have the right to address, and to be addressed to, all Courts within the Territories in either the Hulstrian or Gao-Showan languages. 3) Members of the Representative Assembly may freely choose to address the Representative Assembly in either the Hulstrian or Gao-Showan languages. 4) All laws, directives, and other public records shall be kept in both the Hulstrian and Gao-Showan languages. ARTICLE VI - Relations between the Territories and the Homeland and etc. 1) All persons born in the Territories, and who do not otherwise possess Hulstrian citizenship at time of birth, shall have the status of Territorial Subject. Territorial Subject-status shall superceed Colonial Subject status under the Colonial Affairs Act and all other acts and treaties passed by the Imperial Diet. 2) All Territorial subjects shall be entitled to a special temporary residence permit, which shall allow them to travel to and reside, work, and live in the Imperial Crownlands of Greater Hulstria for a uninterrupted period not exceeding forty-eight months. 3) In addition to the special temporary residence permit outlined in Sections 1 and 2 of this Article, Territorial subjects shall be entitled to a special visitor's visa which shall permit them to freely travel throughout the Imperial Crownlands of Greater Hulstria for a period not exceeding eighteen months. 4) Territorial subjects wishing to travel oversees shall be granted a special passport by the Ministry of Foreign Affairs clearly identifying the holder as a "Hulstrian Territorial Subject". Territorial subjects oversees shall be granted the same rights and protections as citizens of the Imperial Crownlands. 5) The Territories shall not enter into contracts or negotiations with foreign governments without the expressed permission of the His Majesty's Government and the Imperial Diet. 6) All other regulations, duties, restrictions, and privileges relating to Colonial Subject status established under the Colonial Affairs Act and other acts and treaties of the Imperial Crownlands, shall remain in force and transfered to Territorial Subject status. ARTICLE VII - Imperial Police Service of the Territories of Hulstrian Dovani 1) The Imperial Police Service of the Territories shall be responsible for the enforcement of law and preservation of peace and order in the Territories, as provided for in this Act and by the Constitution and other laws of the Imperial Crownlands of Greater Hulstria. 2) The Imperial Police Service shall be under the auspices of the Ministry of Internal Affairs, from which it shall receive its budget, and the Minister of Internal Affairs shall exercise such powers for the Imperial Police Service as provided for in this Act. 3) The Minister of Internal Affairs shall appoint a chief officer, to be known as the Imperial Superintendent of Police for the Territories, to control and manage the Imperial Police Service. 4) Each Regierungsbezirk of the Territories of Hulstrian Dovani, as established by this Act, shall have a Distrct Superintendent of Police appointed by the Imperial Superintendent who shall be responsible for policing in their respective Districts and, subject to the control and oversight of the Imperial Superintendent of Police for the Eastern Territories, exercise control and manage over such affairs. 5) The Imperial Police Service of the Territories of Hulstrian Dovani shall possess jurisdiction and authority over the whole of the Territories, as defined in this Act. 6) The annual budget for the Imperial Police Service shall be no less than 75,000,000,000 Hulstrian Crowns. The annual budget shall be paid out of the general budget for the Ministry of Internal Affairs. 7) The Special Anti-Terrorism Unit shall be regulated by the provisions of the Colonial Affairs Act and related acts. |

The candidate shall only take office by majority vote of the Imperial Diet. The Imperial Commissioner should have a 2/3rds requirement. We're voting on someone who will run the Empire in the name of His Imperial Majesty's Government, not massing a budget increase or a simple bill. |

Message | The requirement has always been a majority vote. The cabinet requires only a simple majority, there's no reason why an administrative figure subordinate to the cabinet should have a higher threshold. |

Message | The Imperial Commissioner is not a regular cabinet position, it is the administrative head of the Hulstrian Empire, one of the largest in the world, so yes there be a 2/3rds vote for such a figure that is overlooking the administration of the Empire. |

Message | The CLA disagrees, furthermore this proposal is about incorporating and organizing the new territories we have received into our empire. It is not about fundamentally altering the administration of that area. We would rather rewrite the bill to only include the substantive areas of expansion than change fundamental elements of the bill that simply restated, with updated language, the existing status quo in the territories. |

Message | Then the FAP suggests that this bill be altered to just include the incorporation of the new territories and that another bill be created to debate that provision about voting requirements for the IC. That way we get the new territory business out of the way and we can debate, without delaying the territorial reorganization business (which the FAP supports), on that section I brought up. |

Message | The bill has been changed to just include those sections where the law is actually being changed. The deleted sections simply restated existing legislation and thus their inclusion (and now exclusion) has absolutely no impact. |
