Having a phone is an intregal part of life in todays society. We need to make sure everyone has a phone. I can think of several cases where this has to be ensured. What if someone is looking for work need a phone number to be reached at. Emergancy occurs like an accident well need a phone.

MessageAlso, there are no free job advert magazines yet in many areas in Rutania, and it is strange that a member of the Capitalist Coalition which governed this country for so long does not know this and has not taken any initiative to that end. Perhaps you should contact the Ministry of Health and Social Services with that suggestion.
