Head of Government - Provides the Staatsminister with money to fund his staff and operations Foreign Affairs - International development and assistance; increase Foreign Ministry intelligence operations. Internal Affairs - Capital improvements in police facilities and hardware in the crownlands and the Territories. Expanding the personnel in the National Police Bureau by 20%, in the Imperial Police Service of the Territories by 50%. New hardware purchases include police boats, UAVs for border surveillance, and other light transport aircraft. Finance - Service on the debt. As the deficit shrinks, funding can be transfered from Finance to other ministries. Defence - Expanding the core (i,e. non-draftee) Imperial Military across the board by 20%. Doubles the amount of helicopters and armored vehicles in service. Program for the development and deployment of several thousand long-range intercontinental cruise missiles. Procurement of at least 3 medium aircraft carriers/amphibious assault ships of approximately 40,000 ton displacement and accompanying escorts (destroyers/frigates). Justice - Prison improvement Infrastructure and Transport - "Eastern Transportation Improvment and Integration Project": 1) The construction of a new megaport along the coast in the Histap Längstal District of the Territories, and a high-speed, high-capacity rail corridor (freight and personnel) between the megaport and the Strait of Carina in central Dovani. 2) Construction of the "Gateway Bridge" across the Strait of Carina (and grounded on the western side of the Strait in Moroni), linking West and East Dovani. 3) Extension of the existing National Highspeed Rail Network (NHRN) to Moroni, linking Greater Hulstria proper to the newly created corridor in the Territories. 4) Expansion and integration of the NHRN to high-speed, high-capacity rail corridors through all Districts of the Territories. Health and Social Services - General capital, personnel, and service investments and improvements; increase in pension and child benefits by 15%. Education and Culture - General capital, personnel, service, and technology investments in primary, secondary, and tertiary education. Science and Technology - Research grants for educational institutions and companies to increase technological innovation and discovery. Food and Agriculture - Grants for agricultural development in the Territories; research into new technologies and science for increasing agricultural output. Environment and Tourism - Research grants for environmental sciences, nuclear technology. New "Intra-Empire Tourism Program" (IETP) providing 1,000 HCR to each Hulstrian citizen (inhabitant of the Imperial Crownlands) who visits the Territories for at least one week (for personal vacation purposes only). IETP funding limited to 10,000,000,000 HCR a year. Trade and Industry - Extending and expanding low and no interest loan programs to small businesses who wish to expand or hire more employees. |

Message | In absolute terms our economy is small and, as a result, our government spending compares poorly. Total GDP Hulstria - 980,235,965,821 LOD Zardugal - 1,698,222,626,052 LOD (73% larger than Hulstria) Lodamun - 1,622,389,205,946 LOD Luthori - 1,428,522,474,154 LOD (45% larger) Rutania - 1,648,836,849,344 LOD Per capita Hulstria - 1,858 LOD Zardugal - 2,903 LOD Lodamun - 2,780 LOD (49% larger than Hultria) Luthori - 2,808 LOD Rutania - 3,018 LOD (62% larger) In order for Hulstria to catch up with the majority of our peer nations, we have to increase our economy by at least 50%. If we continue our own current course of fiscal conservatism, we'll never catch up. Our only alternative is aggressive, but measured and controlled, use of short-term deficits. The CLA knows and respects Hulstrian traditions of fiscal conservatism, but our desire to strengthen our economy is stronger. This budget's allotment in Finance spending provides us with a mechanism to repay our debts. Additionally, the CENTURIES of budget surpluses would also allow us to pay off our long-term debt. That money is for all intents and purposes "lost money" that can only be used for the odd territory purchase (how we paid Zardugal and Luthori) and for a grand debt repayment scheme like this. A concern our fellow parties may have is the effect of a deficit budget on future budgets - the point being that we wouldn't do another budget until the deficit disappears. I suggest this: We won't change the total amount of this aggressive growth budget, but we will be able to reallocate funds between departments. Example: We start off the budget with a massive increase in Infrastructure to pay for the rail/port/bridge project in the Territories. After ten years, we take that money out of Infrastructure and put it into Health and Social Services since the building projects would be finished. This economic stimulus budget with a deficit equal to around 17% of our current GDP will allow our economy to grow by leaps and bounds. We have the advantage of having no preexisting national debt and enough budget reserves (coupled with Finance Ministry spending) to again completely pay down that debt by the time our economy naturally grows and the budget goes from deficit to surplus. And, as the bill shows, the are solid and targeted plans for all the increased spending. |
