Due to the recent attacks on Aloria, the People's Party is proposing that a state of emergency be declared in Aloria, we urge all parties to vote in support of this. Debate will go on to hammer out any last details but, not forever.

The act if passed will declare a state wide emergency in Aloria, and curfews will implemented immediately. The national government at this time is giving powers to local Governments to set curfew times, however they strongly suggest no earlier than 8:00PM and no later than 10:00PM, with the passing of the act the following will be passed.

1.) The Government has the right to track Alorian citizens that are members of anti-government organizations only if there is evidence to support why they are to be tracked and if they are deemed dangerous by the Justice Department.

2.) Investigations will be launched into all aint-government organizations no matter how small they are.

3.) All travel to and outside of Aloria will be closed off until further notice, no exceptions.

4.) At the time of another attack, the national government wills enforce strict curfew laws of no later than 10:00PM on all citizens

5.) If an investigation in an anit-government organization reveals enough evidence that they are performing illegal activities and are deemed dangerous by the Justice Department, they will be shut down temporally until everything is resolved.

6.) This bill will expire after a state of emergency is undeclared.
(The Proposals for the funding will be proposed by the DP in a separate bill, since they are Finance Minister.)

MessageDefense is at 50,000,000,000ALO, I think that's ok but if you want to bump it up maybe go to 55 or 60.

Education will need the money, with the education scores down, plus kids will still go to school. Just more police will be patroling around now and parents will probally pick their kids up.

I say lower Enivronment and Tourism.

MessageFirst off, we think a state of emergency is more of an executive matter rather than a legislative matter. The term "emergency" itself requires urgency, and not the theoretical 8-month wait for this to be approved. It sounds really silly to call for a "state of emergency" when the "emergency" would probably wane by the time this proposal would be approved.

Second, because we believe that this is a matter for the executive branch to handle, we do not think that the Congress has the power to decide on itself to declare a state of emergency without consulting the President of Aloria, no matter how inactive the President is.

Third, who has the authority to declare when a state of emergency begins and when it would end. The Congress? If we have to wait 8 months for this resolution to be approved, then we would have to wait 8 more months for a resolution to lift the state of emergency to be approved.

Fourth, if the third scenario would be the case, wouldn't a state of emergency that takes so much time to be approved endanger the conducting of the 2912 elections?

Let's remind each other to draft a specific law on the handling of a state of emergency after this ends, because we believe this resolution is faulty on several aspects.

Message(ooc: GPA, I agree with you that this should be an executive order and the reason it took so long is because I'm not able to be on the computer all the time and post the bill to vote and with the way time goes in the games, while I’m sleeping or at school almost about 4 months go by.)

However, we believe if the President is not active to do his duties and call for a state of emergency than Congress should be able to pass a bill through calling for it. In regards to about who would call it off, if a new President is elected (we hope so and a active one at that) they can call of the state of emergency if things in Aloria are fine.

If the parties do not wish a state of emergency to be called we will re-work the bill to get rid of those and the curfew but, we would keep the other stuff as caution so the government could work to find if this attack was domestic or international, that could still be done without having a state of emergency. Would that work better?
