| The Governor-General and Staatsminister hereby nominate Owain Llywarch to the office of Imperial Commissioner of the Territories of Hulstrian Dovani. Owain Llywarch currently is the Chief Administrator of the Regierungsbezirk of Nord-Carina; he was appointed by then-Imperial Commissioner Evelyn Haenraats to that position in 2902. Prior to that posting he was the "principal Deputy Chief Administrator" of the Heinrich der Große Regierungsbezirk (2898-2902); and "Deputy Chief of Staff and Chief Human Resources Officer" of the Office of Imperial Comissioner (2896-2898). An ethnic welshman born in the Nord-Carinan city of Penrhynporth in 2855, Llywarch attended the University of Kien for his undergraduate studies. He then completed a Masters program in public administration at the University of New Liore. Since finishing his studies in 2876, he has continuously worked in Territorial bureaucracy/government. He was an analyst and administrator in education, transportation, and human resources departments in both the central colonial government and the Districts of Heinrich der Große, Nord-Carina, and Märtyrerland. As a thirty-four year veteran of the Territorial government, Mr. Llywarch has unprecedented practical experience in the issues of governance and administration of the Territories of Hulstrian Dovani. As someone born in the Territories, educated at the finest schools in Hulstria, and who has spent his entire professional career working in the Territories Owain Llywarch is the best choice to lead Hultrian administration in the Territories. |
