Description[?]:
In order to acknowledging that the body of an individual is their private property, and hence the government of Hobrazian Imperium will leave tobacco consumption to the discretion of property owners. To ensure that private property rights of others are not violated, the courts shall immediately accommodate any civil in the case were it is filed for reason of damages due to second hand smoke. Such precedent shall be established under that the assumption is that any ill-effect on a persons health due to second hand smoke be considered a form of property damage. To provide a means of reasonable remuneration to any victims of second-hand smoke, a new cap on compensation in cases of civil suits will here by be established |

Proposed: Smoking is legal outdoors and in private homes and clubs, but illegal indoors in places of employment, with the exception of places that primarily serve liquor.
