Due to the attacks on Aloria, the People’s Party is asking investigations and new steps be taken to ensure the safety of Aloria and it’s people. This bill will NOT declare a state of emergency. 1.) The Government has the right to track Alorian citizens that are members of anti-government organizations only if there is evidence to support why they are to be tracked and if they are deemed dangerous by the Justice Department. 2.) Investigations will be launched into all aint-government organizations no matter how small they are. 3.) All travel to and outside of Aloria will be closed off until further notice, no exceptions. 4.) At the time of another attack, the national government wills enforce strict curfew laws of no later than 10:00PM on all citizens 5.) If an investigation in an anit-government organization reveals enough evidence that they are performing illegal activities and are deemed dangerous by the Justice Department, they will be shut down temporally until everything is resolved. |

Message | OOC: The GPA made a valid point, I agree with them. I've decide that a state of emergency is not needed because of the time that has gone by from the attacks but, I also feel that most of the proposals were needed to help find attackers and make a stiff stance that Aloria will not take these attacks lying down. I hope that everyone else can agree with this. This is not an executive order, this is something Congress would vote on as I feel. So please remember that this is not declaring a state of emergency. Budget funding is separate from this and up to the Finance Minister.) |

Message | CATASTROPHE HITS ALORIA! 2 MAJOR LEADERS DEAD,1 INJURED. We are here today in Port Aloria where 4 major attacks were placed. The first in the presidential residence where the cabinet and president were having a meeting. No one was hurt. The second attack was placed at the federal congress building. 4 congressmen were killed including one from the DP, UAP, SA, and CPA. They have been replaced but are still terrific losses. The third attack was in the DP headquarters building. James Wentworth was in the building hospital in recovery from a stress attack due to the recent trial against him. He was one of 32 official killed. The last attack was on the SA building where 21 people were killed including impeached leader John Fletcher. The last major event is that PP leader Linda Gong has been injured in the attacks, he planned to meet Jason Steels, chairmen of the DP, in discussing the new cabinet bill. Steels himself was unharmed. The cabinet is debating whether to declare a state of emergency. The country in Anarchy and Panic is at the verge of collapse. This is all and remember any suspicious characters should not be confronted, any suspicions should be reported to 823 the Alorian Terrorist Task Force hotline. Please be careful and good night. |

Message | We can put an end date in but it needs to be realistic for all investigations to be done and have everything they need to be done to produce a result. My problem is if the end date comes and investigations are still going on, what happens to those? Maybe we could have the Justice Minister decide when to end, or have another bill? Any suggestions GPA? |

Message | Who will conduct the investigations? The Judiciary Department? The Congress? Or the regional courts? How about the national courts? The problem here is that there is no existing law (at least, one that we know of) that provides guidelines on how the government would handle a state of emergency or similar situations. Also, this bill proposes for the closure of domestic and foreign travel in Aloria. Honestly, that is very detrimental to the Alorian economy, because it will seriously paralyze trade and business among workers from different locations. And the curfew provision. How long would the curfew last after another attack? 24 hours? 48 hours? Also, how do you define "anti-government organization"? Are they the leftists? Are they the leftist rebels? Are they simply rebels? Due to the vagueness and apparent faultiness of this bill, we shall vote NO. We still believe that this is an executive matter, and our role as legislators was to provide a law that should have answered these scenarios before they occurred in order to avoid chaos from happening. This is our fault here. For the mean time, I believe the Justice department should simply fulfill its executive duties in handling these cases. An early election is also recommended in order to elect a new President who would hopefully perform the necessary executive actions to respond to the attacks. |

Message | The justice department would over-see the investigations. The curfew would last until the Justice department or an executive order from the President ends it. Anti-Government organization is any organization against the government; we are not singling any out because that would be plain stupid. The people of aloria should not have to wait every single time for something to be done, if the President can not make the executive order because they are inactive let Congress do it, I would think Congress would overrule the President if inactive or completely trying to destroy Aloria. |

Message | We think this is the task of the Justice department as well as the Defense department. If the President cannot do it because of his apparent inactivity, which is odd considering that he boasts himself of being a General, then the duty should be passed on to the Justice and the Defense department to perform the necessary executive actions IMMEDIATELY. And that means RIGHT NOW, not after this bill gets approved. The idea of having to wait 8 months for actions such as these to be done simply does not sound right in a chaotic state in the country. |
