MessageMr Speaker, given that one of the uppermost roles of the national government is defence of the realm, which presumably includes border control, it is only right that national government also takes responsibility over immigration.

Mr Speaker, during the days when the Ultranationalists were in power, the proposed Act was in place. Mr Speaker, many Hutorians living in Ultranationalist areas will remember the way in which they constantly had officials calling round to their houses, prying into their private affairs under the pretence that they were searching for illegal immigrants. Mr Speaker, such a position is completely wrong, and it should the responsibility of the national government to ensure that private dwellings cannot be forced into by agents of the state.
