Proposal 1: If our citizens are being forced during wartimes to join the military, they will not have their hearts in the fight. Compared to people who are volunteering. Plus our country is in no war so why bother having this up we can just change it if we go to war.

Proposal 2: We should not be exporting nuclear and biological to rogue or unstable nations.
