Message | Mr Speaker, While the DPA may or may not be right on public health's status as a public good and a legitimate responsibility og the government, is is not the responsibility of the Imperial government. Currently, local governments, which are closer to the people and thus represent their will more purely, decide upon the different courses of action each duchy will take. Furthermore, the Imperial Regional Oversight Committee regulates these practices to assure that there is no misuse of the system by the local governments. The current law is a compromise between the capitalist point of view we hold that healthcare should be entirely private and the statist point of view that healthcare should be managed by the government. We believe it is the best solution and thus ask the DPA to shelve this bill, or at least to respond to our comments. I yield. |

Message | Mr Speaker, While the CIL could potentially agree to article 1 as a compromise, we cannot accept article 2 if the health system is payed for by all tax payers. We could only accept a users-pay system which does not use any taxpayer money to operate. It would thus run as a government non-profit agency. Otherwise, we would see taxpayers having to pay for something they dont necessarily use as plain theft and would have to take the case to the Supreme Court. I yield. |
