Quoting in toto my old proposal.

"We'd like to point that giving aid to troubled and poor countries is very often a short term solution or even pernicious, as very often these countries are held by despotic warlords who use the foreign aid for their personal interests.
We therefore ask to apply a 'I give you, you give me" policy so that we offer them the necessary aid along with profitable (for us) trading rights and political support."

The point is, we 'invest' our money in a better way. They get the political advantage, we get the trading rights. It's win-win.
