In recognition that the Diet believes that a sales tax on regular items is also necessary and that the previous maximum luxury sales tax rate is too high, the Imperial Alliance proposes the following new maximum tax rates, to replace the former maximum tax rates. Only those tax rates explicitly mentioned here will be altered, no other tax rates or spending regulations shall be altered.

1. Taxation

1.1 The regular sales tax rate is capped at 15%. The maximum tax rate for the sale of regular goods is 15%.

1.2 No local government may establish a tax on the sale of regular goods.

1.3 The luxury sales tax is capped at 15%. The maximum tax rate for the sale of luxury products is 15%.

2. Constitutionality

2.1 This bill proposes a modification to the Imperial Constitution, it requires no less than 2/3 of the Diet's vote to pass.

2.2 This bill would require 2/3 of the Imperial Diet's votes to be abolished or in any other way altered.

2.3 Upon passage of this bill, the Diet will be required to immediately amend current laws to reflect the restrictions and regulations of this bill. Enforcement will be overseen by IODS and the Supreme Court.
