In recognition that the Great Officer of the Crown, Lord High Steward has litle to no actual capabilities, we propose to attribute to him the power to engage in foreign policy on behalf of the Emperor. The Lord High Steward will continue to serve at the Emperor's pleasure but will now be permitted to conduct foreign diplomacy. The Lord High Steward will now meet with the foreign minister to discuss matters of foreign policy.

This bill is a modification to the present Constitution and requires the support of 2/3 of the Diet to pass.
