Aricle 1 - The Speaker A) To each new Cabinet Proposal there should be attatched to the description a proposal for a Speaker. B) It will be the role of the Speaker to ensure that the procedures of this Act are followed and to chair Assembly sessions. C) Should a Speaker fail in his duty, he can be impeached by the Assembly, who will then vote for a new Speaker. D) Should a Speaker die in office, a new one should be elected. Article 2 - Assembly Procedure A) The Government, consisting of Assembly Members of parties with membership in the Cabinet, will occupy the seats to the right of the Speakers Chair. The Opposition, consisting of all other Assembly Members will sit to the Speakers left. B) The Laird can sit in Federal Assembly sessions. The Laird will be seated opposite the Speaker in the centre of the Federal Chamber. Government Ministers, including the Minister of State, will be seated at the front of the Government benches. Mirrored by "Shadow Ministers" or party spokepersons for specific issues, and the Leader of the Opposition, the leader of the largest Opposition Party. D) The Federal Assembly will have the opportunity to question the Minister of State on a weekly basis. Questions should focus on government policy, though they can be on other issues. E) Members of the Assembly will at all times respect one another, and remain orderly at all times. Excessive shouting and noise slow business down, and the Speaker can order the removal of members from specific sessions if they are impeding debate. F) Foreign Speakers can be invited to speak by the Laird, Minister of State, Speaker or Foreign Minister. G) Though there is no official language, English is the standard language for the Federal Chamber. This Act can be amended and replaced at any time, a perminant copy will remain on display in the Federal Assembly for reference. |
