Current legislation to review every individual arms exports deal is far too constraining on the Defence sector. We propose instead to issue general guidelines for export of conventional weaponry. Nuclear technology is and shall remain wholly Rutanian.

Selling arms to potentially hostile STATES is a much greater risk. And what the RFP is saying is basically "Dont worry, we'll deregulate this but nothing will change anyway because the corporations will abide by the law even if it isnt there." Sorry, but that's a crap argument.
