Description[?]:
The Genuine Progress Alliance propose to adjust the government's income tax policy to better address the economic situation of the Democratic Republic of Aloria. The differences between the current income tax rate and the proposed tax rate are shown in Table 1. TABLE 1. CURRENT AND PROPOSED INCOME TAX RATES Income Bracket--------Current Tax Rate------Proposed Tax Rate 1,001 - 5,000--------------7%-----------------------7% 5,001 - 10,000-----------15%---------------------15% 10,001 - 15,000---------35%---------------------20% 15,001 - 20,000---------45%---------------------25% 20,001 - 25,000---------55%---------------------30% Above 25,000------------65%---------------------35% We believe that the current tax system is discriminatory to upper-class and middle-class workers, and so we have decided to reduce the taxes for those earning above 10,000 ALO by substantial amounts, while still maintaining the income taxes of those who earn below 10,000 ALO instead of raising the income tax rates. The amount of taxes to be acquired from this income tax proposal will still be sufficient for the current national budget appropriation if combined with the corporation and luxury taxes. (Note: The Philippines Tax Guide 2009 was used as a reference in drafting this tax proposal. Message | We agree with the middle-class tax cuts, however, the higher-class tax cuts are too large and generous. |

Message | Before we vote we want to make sure the GPA feels comfortable with this. I’m going to do some math, if any of the numbers are wrong please feel free to correct me. Currently the revenue in Aloria is a total of 447,845,981,285 ALO the expenses that we spend in the budget are 320,000,400,000 ALO that means the surplus is a tremendous 127,845,581,285 ALO. So that’s what it is now. Currently the tax table shows that income tax brings in 367,477,801,489 ALO, than you add on the corpation tax and luxury good sales and that gets the revenue. Under the proposed income tax it does cut taxes for the rich, something we are uneasy about because the rich makes the most money and they should be taxed the most, and they are able to get many tax incentives. However, the GPA does not propose raising any income taxes on the middle class and lower class. So we are ok on that mostly, what we want to know is how the GPA will be with the new revenue and the surplus. The new revenue with this income tax proposal in place will be down to 370,732,179,796 ALO than minus the budget expenses and the surplus has dropped significantly to 50,731,779,96 ALO. So the new surplus is a little over 50 billion compared to the current 127 billion. Now we brought this argument before the SA’s own budget plan which spent the surplus all the way down a one billion! In case of emergency we have to use our surplus to pump more money into departments if they need it, examples could be the BV, a war, natural disasters, education testing goes horrible, etc. (I do not take the argument off well we can role-play with imaginary funds that the real game numbers don’t include, we stick by the game numbers because it is like running a real nation you have to make tough choices, so we reject that argument.) So our question to the GPA is that are they comfortable if an emergency/danger presents itself in Aloria or to Aloria if we can survive on a 50 billion surplus to help spend more money to departments if they need it, if not than what steps is the GPA taking? Moving money around in the current budget? (GPA, you can kill me latter for writing this huge thing but, I had it on my mind xD lol) |

Message | We've considered the reduction in the surplus, and we believe that 58,454,695,277 ALO is enough surplus for our nation. If there is a need for additional budgeting in the other departments due to certain events, then we shall cut spending in the other departments. (Because honestly, I was being quite generous with the funding in the different departments. If this was the real world, agriculture and science would have had less than 1% appropriation in the budget.) |
