Message | I realise that some of the Rt. Hon. members of the opposition will be crying foul over the fact that this proposal raises taxes. I would like to point out that the Daatman administration has accomplished a real and tangible lowering of income taxes previously. This bill is needed because Rutania can't afford to run up a national debt. The Minister of Finance is open to all proposals from this house on making the finances of our Federated States more sound in the long term, but still urges all parties to be responsible and endorse this emergency escape valve. The Finance Ministry conciously did *not* choose to raise income taxes to avoid a burden on all Rutanians. This proposal will instead target luxury consumer goods. |

Message | No. We dont trust the "Progressive" parties not to use that as an excuse to cut active forces. We are against this bill, however, as we can simply cut the health and education budges since our health and education systems are private anyway. |

Message | I must contest that statement made by the Freedom party. The flat rate had a much lower tax free foot and a higher base rate. For most people, the flat rate system asked for more taxes. It is true that the progressive system cut taxes, however the current small deficit can be attributed to an economic downturn. Raising the luxury tax will compensate for this gap, and we feel that taxing consumption is fairer anyway than taxing labor. The Finance ministry will consider a seperate spending bill. |

Message | Voucher systems and health systems require some spending, but if we were to take the base of public education and health care at 4 each, then i think cutting them to 3 or 2 due to their private nature is fair |
