This bill is proposed by the Education Secretary Dolores Madison after Alorian Standardized Testing Scores have went down with 45 percent of schools reaching less than 600 on the AST which is below basic. This act is to reform education to help raise the test scores, better education system, and ask for an extra 5 billion ALO in funding for the Education department(in seprate funding bill). Currently districts come up with their own tests to meet the AST standards.

1.) Establish the Education Testing Committee which will oversee all AST tests made by local school district to match the AST standards, they will also approve all district AST tests before they can be produce, will also advise the Education Department on all future testing and oversee testing scores will also overview schools that fail to meet above below basic standard more twice in row. The ETC will made up of 7 members handpicked by Education Mistiress with advice from the President and members of Federal Congress.

2.) All district tests must be approved by the ETC to make sure it is meeting requirements for the AST standards. If a district test does not meet AST standards (which are the national standards) than we are not getting proper results.

3.) The Investigation showed that not enough money was flowing to districts freely, it was being sent to local governments instead of directly to the local school districts, this will make it that all education money to go to the school districts are sent directly to the school district not local government.

4.) Add a 5 extra billion in education funding, investigation showed school districts were suffering with money problems and the new money will help provide more after school actives including help on subject classes, and sports.

5.) Schools that get below basic on AST standards for more than twice in a row will be subject to a review made by the ETC to determine what problem is going on with the school testing. The ETC will not be able to take any action on the school only advice the Federal Government, local government, and local school district on problems and solutions.

6.) Give the power of the Education Mistress to shut down any school and turn it into a charter school of Independt Study if it gets below basic 3 or more times below basic.

This act is to ensure displine among the schools that are failing to meet AST standards of basic to average, something is wrong with them. Either students or teacher. Charter Schools are also more structured in learning.
