Freedom propose the following Articles be put into a file named "---- CONSTITUTIONAL COURT ----" ----------- SECTION 1: BACKGROUND Article 1 - Foundation: The Constitutional Court was established in May 2927 following unanimous support in Parliament for the Establishment of Constitutional Court Act 2926. http://classic.particracy.net/viewbill.php?billid=288132 Article 2 - Preamble: The Constitutional Court of Rutania having been established in May 2927, by the unanimous support of Parliament, has the express purpose of upholding the Constitution of Rutania. It provides a means by which political parties can question the Constitutionality of Parliamentary proposals and decisions, irrespective of a party's numbers in Parliament, and thereby assists in preventing a majority in Parliament using the numbers they hold in a manner which may be perceived as running contrary to the Constitution itself. Article 3 - Enforcement: The Constitutional Court and the decisions they make are considered binding on all Parties within Rutania. Article 4 - Amendments: Amendments, Deletions or Insertions to ANY section or article of this document, in part or in whole, require a Resolution put to Parliament with 2/3rds majority support of a FULL PARLIAMENT in order to come into effect. SECTION 2: PROCESSES and STRUCTURE Article 1 - To be decided. Articles relating to procedure, instruments of authority and structure should be placed here. ----------- The "Constitutional Court Articles Resolution 2931" requires 2/3rd's of Parliament to vote in favour in order to come into effect. Message | So, is this bill just a mandate to move the court forward? The OP do not see the wisdom of creating a court which we do not even know the protocol or structure of. |

Message | The Reform Party strongly supports the concept of a Court designed to protect the constitution. The constitution is the legal foundation of Rutania, and is therefore the most important thing underpinning its governance and defining the limitations thereof. |
