Defense provisions should not be left to the hands of local government, for when nuclear threats are to be encountered, it doesn't encompass a city or a satrapy alone, but rather large areas of land that could affect 2 or more satrapies, and we can't affort having a satrapy or a city alone that would not have defense provisions, for evacuation and such would entail greater efforts on cities or satrapies who have defense provisions and supplies that could only sustain their own regions.
