Now that we have restored stability to the Home Prefectures of the Ascendant Union of Greater Likatonia, we can begin to reconsider governance of the outer Prefectures of the Union. Firstly our attention turns to Northern Hukatai, as the Government of Greater Likatonia has been working for the past 34 years towards reunification.

Now we feel able enough to appoint Charles Heydrich as the Governor of Northern Hukatai. Heydrich is currently a member of the Convocation of the Ascendant Union, and will resign his seat henceforth.

The Governor occupies a ceremonial role with prefectural governance, and we shall leave it to the Telamon based wing of our government to appoint a Deputy-Governor who will be responsible for executive actions, as determined by Likatonian division of responsibilities between national and local government. As is the case in other prefectures the Deputy Governor will most likely be drawn from local politics.

This Bill also re-establishes prefectural police forces, and of course the government of Northern Hukatai shall have the responsibility over the formation of their local police, although as with the rest of the Union funds shall come from central government.
