Bill: Budget proposal of May 2932

Details

Submitted by[?]: Rutanian Restoration Party

Status[?]: passed

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: May 2934

Description[?]:

Finance Minister de Wit's statement on the proposed budget:

Foreign Affairs deserves a larger budget due to Rutania's increase role internationally. This requires operation of more embassies/consulates as well as paying employees to work there. This is not meant to be an increase for aid, as legislation has recently passed reducing those amounts.

Finance's budget has been increased in order to better support the Central Bank. (OOC: Does it have a name? It's been around forever, but I've never actually seen the central bank addressed. Something like Rutanian National Bank good?) More money into the bank means more money into the economy and that is a good thing, as we all desire economic growth. We also have the surplus to do it. Yes, this is taxpayer money, but it is going into the economy to increase the flow of money, which will undoubtedly make them more prosperous.

The maintenance and expansion of Rutanian infrastructure is crucial. Rutania cannot grow without it, so we propose an increase to this area. People will no longer complain about potholes.

Education and Culture's budget has been increased significantly to reflect the new proposed education bill. This bill would require creation of regional public education systems, and this contruction would be federally subsidized through grants.

Food and Agriculture has been increased to provide more stability in this crucial sector of society. With farms, we have not food. This ministry also regulates food preparation and safety standards, as well as the use of chemicals in crops. This ensures a healthy Rutanian people.

MessageAs the Reform Party supports the dissolution of the tyrannical Central Bank, we cannot support an increase in spending on the Finance sector as a matter of principle.

With regards to the proposed spending on Education, we understand the purpose for which the Orange Party has proposed this increase, and we certainly support local government management of education, but we believe local governments should also be entirely responsible for funding. There is no need for federal funding of education when the federal government should have nothing to do with education.

Regarding Food and Agriculture spending, we share the Orange Party's concern for the welfare of Rutania's agriculture base. We could potentially support the proposed increase in this area.

However, given our opposition to increased spending on Education and Finance, and our objection on principal to an overall budget increase, unfortunately we cannot support this budget proposal.

MessageAlso, we cannot support an increase in spending on Foreign Affairs, as we believe that Rutania's involvement in international matters should be minimal to avoid entangling alliances and conflicts - we believe that any involvement abroad should reflect Rutania's national interests, first and foremost.

MessageThe REP certainly supports the proposal of the Ministry of Finance. It is of course our desire to cut government involvement in autonomous affairs of the country (like Education, Health, Environment etc.) and to focus on the essential issues such as Foreign Affairs, Defence and Commerce. Nonetheless we find our desires not achievable at the moment, and regard this proposal a most reasonable.

President of the REP

Random fact: The people in your nation don't like inactive parties. When you often abstain from voting for a bill, they will dislike your party and your visibility to the electorate will decrease significantly. Low visibility will means you are likely to lose seats. So keep in mind: voting Yes or No is always better than Abstaining.
