| For the Empire and the Emperor: May the following provisions be executed with all exactitude and haste: (i) The heads of the Kiyohara, Hiramatsu, Koga, Reizei, Saionji, Daigo, Takatsukasa, Nijō, Hokke, Hachijō, Nonomiya, Shichijō, Kitanokōji, Ayanokōji, and Ichijō families have the status of kōshaku or "duke." (ii) The heads of the other noble families traditionally known as daimyo (lords) have the status of hakushaku ("count") or danshaku ("baron") depending on the discretion of the Emperor. (iii) These titles are hereditary through patrilinear primogeniture. (iv) Possessing a title ensures the right to sit and vote in the Council of Lords. (v) The Emperor must have the approval of the Council before raising any taxes or undertaking a new domestic or foreign policy. (vi) The Daimyo are exempt from general criminal law and courts. They judge each other in special judicial meetings of the Council. The Emperor may not interfere in the affairs of the Daimyo without the consent of the Council. (vii) On their own estates, the Daimyo are the final legal authorities unless the Council decides otherwise on a case-by-case basis. |
