“As someone who has been a fiscal conservative and considered an expert to some I have been looking at the government’s spending habits and surplus. Aloria has before spent itself into debt; we can not let that happen. We have also spent ourselves where we barely have so much in the surplus left. Currently are surplus is just a little over 86 billion. I am introducing legislation today that will make Aloria finally have an emergency fund, we have never had one it is time to have one. This fund will prevent us from going into further deficit spending and off the wall spending. The Emergency Day Fund Act will make it that a certain amount of money must stay in the surplus as it will be emergency funds and can not be spent unless an executive order by the President or the Federal Congress votes on it. It will also make that Federal Congress may overturn the President’s executive order if they vote and pass a bill to overturn it. I urge you to pass this immediately.”-President Mark Burton, addressing Federal Congress

1.) Will establish an emergency day fund that 25 billion from the surplus will go into.

2.) 25 billion of the surplus will be the emergency day fund.

3.) The emergency funds may not be spent unless emergency (since the game only has our money in one thing the surplus, we use the 25 billion mark as emergency day fund)

4.) Gives the President the executive power to use emergency funds to spend in the budget, without approval from Federal Congress

5.) Federal Congress may vote to overrule the President’s executive decision to use emergency funds

6.) Federal Congress may vote to use emergency funds if the President does not use executive power to spend the funds

7.) If State of Emergency is declared emergency funds will be opened up to be spent

8.) The Emergency day funds are to be spent in case Aloria has an emergency and we don’t have the money to do it we have some of the surplus (25 billion) stored away to be used, so we do not have to do drastic cuts or raise taxes to have more money in

9.) If Federal Congress overrules the President decision to use the funds a new budget must be immediately proposed and passed (MUST BE PASSED) to return the funds back to the emergency day fund (would be the surplus)

The Emergency Day Fund Act can only be overturned by Federal Congress vote not executive power of President.
