Let the following points define the national character in keeping with earlier precedent:

(i) Sekowo is a pluralistic nation. It contains numerous minority races, religions, and languages. The exact make-up and distribution of the country's population is unknown. Any census is typically biased in favor of the ruling interest groups.
(ii) The political situation is volatile and has been for several centuries. Various ethnic groups have asserted control over the entire state, usually for brief, turbulent periods.
(iii) Currently, the Orthodox Christians and their allies have established a pluralistic Imperial system intended to supersede ethnic divisions.
(iv) Sekowo is now comprised of two Empires: Eastern Sekowo, comprised of Hikhala and Hasowar; and Western Sekowo, comprised of Bizena, Lorrod, and Undarro.
(v) The two empires have separate administrations, although they share the same national laws and foreign policies.
(vi) Each Empire has an hereditary Head of State whose title is justified by patrilinear descent through a given royal house.
(vii) The Emperor of the East is the eldest male heir of the House Laskaris. The Emperor of the West is the eldest male heir of the House Komnenos.
(viii) The legislature, which changes official names on occasion, is comprised of elected representatives from each of the Exarchies (provinces) and a small number of non-elected members (generally clergy) appointed by the Emperors.
(ix) The Emperors are the heads of the Orthodox Sekowan Churches in East and West Sekowo, respectively.
(x) The Emperors-in-Council are theoretically sovereign. That is, the Emperors presiding over the legislature of the two Empires have the final say on matters of legislation and policy.
(xi) In practice, the Emperors-in-Council defer to the will of the legislature on matters of legislation and policy.
(xii) No person, including the Emperors, is above the law.
(xiii) [OOC] All previous OOC legislation is not necessarily binding and is subject to review. In particular, no ideologies or parties are banned.
