| The following will be initiated within 1 year to better educate our people: I. Charter schools may be established by anyone provided they have a specific focus. II. Education must happen at school. III. Education is compulsory until the age of 17. |

We agree that charter schools do good work and therefore they should be expanded beyond just non-profit organizations.
