Recognising that irresponsable practises will lead to the loss of a vital industry in United Jakania, as well as permanently damage our coastal ecosystems, this bill seeks to route out irresponsable and damaging organisations by limiting the quantities of fish that may be caught in the waters surrounding United Jakania to a level allowing stocks to gradually repopulate themselves. |

Message | OOC: You know, I actually agree since I don't think our oceans could be easily privatized. If there are no private property rights established, the government should take a more active role in ensuring individuals do not abuse a public resource. However, if we have to regulate it, I'd much prefer a tax scheme than quotas. |
