WHEREAS the prohibitive cost of higher education has excluded many outstanding students from participating in furthering their education, and WHEREAS the national government has the ability and the obligation to ensure future generations are prepared for the unique eventualities of the future, BE IT RESOLVED; That the national government will subsidize up to 1/2 of the total cost of tuition and housing during the years of higher education of the nation's youth. |

Current: The government subsidizes tuition only for students from families classified as low-income or poor.
Proposed: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
