| Message | This budget proposes to distribute most of the savings from the cut to Ministry of Internal Affairs to other ministries. Specifically: 1) We anticipate passage of a bill increasing the foreign aid budget. And DRACO's activities have been increasing, without its funding being increased. Consequently, we recommend an increase to Foreign Affairs. 2) Aloria needs a strong defense. With internal threats increasing, we believe we should increase our military preparedness to compensate. Consequently, we recommend an increase to the Ministry of Defence. 3) We've noted that the Infrastructure and Transport Ministry has some subsidy policies that were left underfunded by its recent cuts. The adjustment here is to ensure that transportation subsidies are fully funded. 4) The demands on Health and Social Services are huge. We recommend an increase to ensure all of its funding needs are met. We await commentary by the other parties. |

| Message | (This is like the third or fourth budget proposal now. Nothing wrong with it but, unusuall ) The Surplus would be a little over 32 billion, better than 28 billion. We would have 7 million left to spend unless we go into Emergency Funds. I'm not sure if Health and Social Services need another 10 billion... I'm sorry I think DRACO would be under Defense instead, I understand that it says Foregin Affiars and I get kind of why because it involves them in other countries but I think it would be under Defense more since it defends the country. IWhat do you mean internal attacks? Do you refer to the attacks on Aloria that happened and the threat of the nulcear weapons? |

| Message | 1) As I said earlier, I'm putting through budget changes piecemeal. This approach, I believe, has enabled more changes than if we had tried to change everything all at once. Also, we have called for discussion on almost all bills before voting them into law. Finally, we believe all the changes we've made have been justified. 2) By "internal" threats, I'm referring to recent eruptions by right-wing paramilitary groups. 3) OOC: IRL, in the US, the CIA falls under the Department of State (roughly the equivalent of the Ministry of Foreign Affairs), but the military has its own intelligence agency called the "Defense Intelligence Agency." DRACO, it appears, is equivalent to the CIA or the NSA. For RP purposes, it may be suppsed that the military has its own intelligence agency as well. |
