Description[?]:

In the case of a national crisis, we must be able to endow our Head of Government with certain extraordinary powers.
The definition of a "national crisis," in this case, is when there is an impending threat of grave consequences for the well being of the Kanjoran People. Examples would be a foreign invasion, a terrorist attack, an intense natural disaster, or internal strife.

Once the HoG declares a state of emergency, the HoG will have the following powers:
-->1. to take command of the various cabinet positions
a. every member of the cabinet must follow the HoG's commands
-->2. to exact the necessary funding from the treasury
-->3. to take control of the military
-->4. to declare a state of martial law
a. the Head of Government may produce the appropriate legislation by military fiat (or mandate)
b. the legislature may also create martial law during times of peace or crisis that cannot be overriden by the
Head
of Government
c. no martial laws may break the points listed in this Act
-->5. to declare war on any offending state in the case of a foreign offensive
-->6. to protect the Emperor by military force
-->7. to arrest anyone disrupting the peace for a period of 6 months without trial

The Legislature, however, has the power to counter the Head of Government's powers. The Legislature may override the HoG with a 4/7 vote on points 2, 5, and 7. In addition, the Legislature may oust the HoG from power naturally with a majority vote by creating a new cabinet. The Legislature has the power to declare an end of a crisis period by a 4/7 vote.


If the Head of State is ever elected, he will assume the powers listed above in the place of the HoG. This will mean that he cannot be ousted from power naturally, but his powers can be removed by a 2/3 vote by the Legislature.
