To get the ball rolling on this important issue in the financial department.

Pre Review Surplus (PRS) = 7,750,000,000 ALO

( - 17, 250,000,000 ALO into Original Emergency Day Fund)

Original EDF = 25,000,000,000 ALO
Proposed Decrease = - 5,000,000,000 ALO

Amended EDF = 20,000,000,000 ALO
(PRS = -12,750,000,000 ALO into Amended EDF)

From here, the Ministry of Finance or President needs to cut 12,750,000,000 ALO in order to make the surplus meet the new EDF minimum. The NCPA feels that a whole 20 billion surplus will be sufficient enough amount for a safety net, and allow 5 billion less of cuts to essential services provided by the government within the budget. (5 billion Alorviks (ALO) is equivalent 50 billion dollars or 35 billion £s)

The same rules apply for the EDF as before, added rule 10 to prevent future repeats of recent debacles, and also the amounts are amended:

1.) Will establish an emergency day fund that 20 billion from the surplus will go into.

2.) 20 billion of the surplus will be the emergency day fund.

3.) The emergency funds may not be spent unless emergency (since the game only has our money in one thing the surplus, we use the 20 billion mark as emergency day fund)

4.) Gives the President the executive power to use emergency funds to spend in the budget, without approval from Federal Congress

5.) Federal Congress may vote to overrule the President’s executive decision to use emergency funds

6.) Federal Congress may vote to use emergency funds if the President does not use executive power to spend the funds

7.) If State of Emergency is declared emergency funds will be opened up to be spent

8.) The Emergency day funds are to be spent in case Aloria has an emergency and we don’t have the money to do it we have some of the surplus (20 billion) stored away to be used, so we do not have to do drastic cuts or raise taxes to have more money in

9.) If Federal Congress overrules the President decision to use the funds a new budget must be immediately proposed and passed (MUST BE PASSED) to return the funds back to the emergency day fund (would be the surplus)

10.) Any Amendments to the Emergency Day Fund Act must be made in a legislative bill to Congress with a set deadline, as to give enough time for every party to vote.

The Emergency Day Fund Act can only be overturned by Federal Congress vote not executive power of President.

MessageSo in final instead of 25 billion you want to do 20 billion?

Exactlly why does that have to be changed? 25 billion is reasonable amount as we see since the NIP is saying Defense needs 10 billion. If emergency happened would 20 billion be really enough? Some might say 25 billion is not good enough but I think it's better.

when you put 5 billion into real money terms it seems like 20 billion as a emergency fund is enough. 5 billion will go along way in Aloria in services, I am just trying to free up some money for the people.

MessageI'm opposed in principle to appeasing bullies. The problem here is that PP is the kind of person who has been taught throughout his life that if he just screams, cries, and kicks loud enough, he'll get his way. He is a brat. It results from bad parenting--specifically incompetent mothering--and it is a mistake to encourage such behavior by appeasing it in adult life.

But in the spirit of compromise with my coalition partner, I'll agree to this proposal. I think this is going to encourage PP to future tantrums. But it will at least buy peace for now.

That being said, I'm in no way obliged to explain my votes to anyone. I'm not obliged to respond to obnoxious posts by obnoxious posters. PP needs to accept that when he uses foul language, stomps around, and screams like a child because he lost a game, that yes, some people are going to reject him. I'm one of them.
