MessageNot really. How do you know if someone who has a criminal background is going to commit another crime when they buy a gun. For all you know he might use it to defend his neighbor from being murdered.

MessageHow do you even know what a mentally unstable person will do with a gun? Of course there is always the possibility they could use to commint a crime as a result of their insanity, but there is also a chance they could use for the same reason that any law-abiding citizen would use it. But if they aren't allowed to purchase guns, you completely remove their ability to do the latter.

MessageWhen it comes to a wager; repeat offenders intending to commit crimes with guns aren't likely to follow gun laws. The same can really go for a mentally isane person. Mentally insane doesn't mean unintelligent.
