Message | Rt Hon Baroness Marelle, Prime Minister, Madam Speaker, it should be a requirement that government employees are appointed because of their allegience to the ruling party/parties. How can a government official expect to do his job properly if he disagrees with the governments stance? Exactly Madam Speaker, he cannot. The age of political neutrality is over. The Head-of-State is neutral and oversees the system so there is no neccessity in having impartial government employees. |

Message | Madam Speaker, the point is that all civil servants have to be politically neutral and impartial. They cannot disagree with the government's stance, but nor can they agree. The NSC cannot possibly claim that the system has not worked, for the civil service has both carried out CLP privatisations and NSC nationalisations, and it has done both with a degree of speed and efficiency that would not be seen under a partial system. Madam Speaker, the point must also be made that, quite often, this Parliament will pass bills that may not be supported by all parties in government. The same could quite easily happen during this parliamentary term, where the UFD, Labour Party and CLP could pass a bill opposed by the NSC. Madam Speaker, how could we then expect a NSC-aligned civil service to carry out these laws? We could not rely on that to the same degree as we could expect a politically neutral civil service to do so. |
