Description[?]:

The government is to pass a bill that will see the Speaker of the House of Parliament appointed by the Prime Minister of the day. Many members of this House regard this as an unacceptable step, changing the balance between the legislature and the executive. All members of this House will wish to respect the new Speaker and follow their rulings, but no longer can their impartiality be assured. No longer can Members feel confident that they will receive equal representation in this House. Members of the CLP and the Labour Party, along with a few backbench MPs from the NSC and the UFD, have therefore announced the formation of the 2954 Committee, which will be open to every single member of the House, with the exception of government ministers. Its membership will therefore be a maximum of 378. The 2954 Committee will be a body that ensures all Members of this House receive equal representation. It will be a sort of unofficial trade union for MPs and its Chairman shall be the shop steward. This will be a non-statutory body, with no basis in law. The Chairman shall have no rights compared to the Speaker, but shall be a powerful figure given the fact that he shall be elected.

The system of election shall be identical to the way in which the Speaker used to be elected. Each Party with seats in Parliament may propose one candidate but they may not vote for that candidate. The candidate with the most votes will become the Chairman of the 2954 Committee, and if there is no outright winner, second preferences shall be taken into account. The 2954 Committee shall operate with a Chairman until an elected Speaker is reinstated.

Both Julian Atkinson and Levi Hyam have confirmed their intention to stand for the Chairmanship of the 2954 Committee. We await nominations from the UFD and the NSC before putting this to vote. Nominations shall last until September 2954, when voting shall then open.

Madam Speaker, the Conservative-Libertarian Party would like to nominate Julian Atkinson, Member of Parliament for Isle of Sutton North. Julian Atkinson is 43 years old and has been in Parliament since 2939. He was born in inner city Langdon and raised in an orphanage. Not knowing his parents, he was eventually adopted at the age of 7 by a charity worker and her husband. Brought up in abject poverty, he was taught at the local comprehensive school and got his first job at the age of 18, as a porter for Roccato Hotels. He married Sylvia, a receptionist, at the age of 22 and they have been together ever since. At the age of 23 he came into contact with Karl Fisher, the owner and Chief Executive of Roccato Hotels. Mr Fisher was so impressed by the service provided by Julian Atkinson, that he was headhunted to become Deputy Manager of their only branch on the Isle of Sutton, in Sutton City. He proved to be so effective that Mr Fisher made the decision to open a new, smaller hotel on the very north point of the island. It became renowned as a country getaway, in a place of rural tranquility. Julian Atkinson developed it to incorporate a lot of woodland and made it into a place for sport and leisure. It soon became Roccato Hotels' most profitable branch.

Julian joined the Conservative-Libertarian Party in 2936, upon the election of Alan Hastings as party leader. He was impressed by the party's commitment to aspiration, and believed that his own rags-to-riches story fit well with the CLP's ideas. After meeting Alan Hastings, he was asked if he would represent Isle of Sutton North in the 2939 election, due to his knowledge of the area and the jobs that he had created there. He stood and gained the seat from the Labour Party. He has represented the seat consistently since then and it is the party's third safest seat, following Wrightstown East and Glentingham North. He is dedicated to Parliament and parliamentary democracy and believes that all Members of Parliament should have an equal voice.

MessageMadam Speaker, the process has begun and must be undertaken. It is set in law. As much as the NSC would like, law cannot be circumvented. We can remember the violent attacks they made on Onida Chukulate when her term overran by a couple of years - never has there been such a hate campaign.

MessageMadam Speaker, it cannot be stopped. The fact is you don't vote no for a Speaker. Speakers are nominated. The one with the most nominations becomes Speaker. The vote at the end is not a formal vote, it is simply a vote to ensure that this debate passes into historical record. So, the candidate with the most nominations becomes Speaker. It is enshrined in law. So no, Madam Speaker, the process cannot be stopped, unless, of course, a bill is passed that changes the system.

Mr Hyam was born in suburban woodhurst to a large secular jewish family. He was educated at Bridges Wood Junior and High school, and Later read War Studies with Political Theory at Kincardine University. Mr Hyam was previously working as a political researcher for Bobby Jepson, and ran for Woodhurst East in January 2936, keeping the seat ever since. Mr Hyam is a member of the Agustian Society, and has published many books about Neo-Social theory and social policy. In his own words "I am a boring old man who happens to be clever at politics".

MessageThe UFD won't nominate a candidate, because they don't see the need for this new body. This Commitee has no power in any way and therefore is not of interest for us. In fact, to show our discontent concerning this new Commitee we prohibit UFD members to take part in this body's meetings.

MessageMadam Speaker, we congratulate the NSC on showing some sense and involving themselves in this committee. it is unfortunate that the UFD have chosen to excluded their members, given that at least 7 of their backbenchers were involved in the forming of this Committee. Madam Speaker, despite what the gentleman claims, this Committee will yield enormous influence in this Parliament for the Chairman will be the only figure electing to represent parliamentarians. I have no doubt that the UFD's members will approach the Chairman, whether the UFD leadership is aware of that or not.

Madam Speaker, seeing as all nominations are in, let voting commence. Each party with seats in Parliament gets one vote. They may not vote for their own candidate.

MessageAlthough the UFD forbade their members to take part in this election, there are four members of the Parliament who are currently not satisfied with the extremely radical course of the party, escpecially the laws concerning euthanasia. These four wish to vote for the Chairman and wish to give their voice to Julian Atkinson

Responding to this the other members of the Parliament decide to vote for Rick Parry, just to make surry that, should the votes count although the UFD didn't present a candidate, a man who can be seen as an ally of the government gets to be chairman of this body.
