With the advancement and continuous change of Terra and under the necessity for a reform to our great nation, the Grand-Vizier General have dissolve the parliament and the entire cabinet have hand in their resignation. The following change shall take place for six years until all the necessary reform of the nation's policy is complete.

1. The position of Grand-Vizier General is abolishes, replaced by the Chief of the People's Committee appointed by the Emperor.
2. The Parliament is dissolved, replaced by the National Legislative Assembly with 250 members elected while the remaining appointed by the Emperor.
