This Act will repeal the "Repeal on Ban of Military Parties Act of 2953" (http://classic.particracy.net/viewbill.php?billid=294044) and reinstate the "Armed Groups Act of 2889" (http://classic.particracy.net/viewbill.php?billid=279233)

I. The Ministry of Internal Affairs shall be empowered take all precautions and actions necessary to disarm and disband any personal army, mercenary force, security group, militia, paramilitary organization, or other armed group exceeding 10,000 members, both active and inactive, in size.

II. No political party may operate such an arm within the territory of Hutori.

III. Private security contractors may apply to the Ministry of Internal Affairs for a permit to operate beyond this size, up to five hundred thousand, with the precise number specified on the permit. This permit may be revoked by the Minister of Internal Affairs at any time without warning and without needing a justification. Such corporations shall have a procedure for immediate liquidation if the appropriate permit is revoked.

IV. A security force confined to one area of private property alone may with and only with the consent of the local police force employ up to 100,000 individuals, active and in reserve.

V. The Ministry of Internal Affairs shall take precautions to prevent multiple security forces from acting as one in order to circumvent the limit.
