This Act repeals the Office of Speaker Act (http://classic.particracy.net/viewbill.php?billid=294030).

I. The Speaker of the House is the presiding officer of the legislature, and oversees debates and ministerial statements, and ensures that all Members of Parliament are equally represented in parliamentary proceedings The Speaker of the House has the right to ensure that government ministers answer questions as well as those from opposition parties advocating particular policies.

II. The process for electing a Speaker shall begin when the sitting Speaker has two years of his term remaining. Each party shall nominate one candidate over a period of eight months, and each party shall then state their first and second preferences, excluding their own candidate. Voting shall take place over a period of eight months. Should a candidate receive over 50% of first preferences then he shall become Speaker. If not, then second preferences shall be included in the count.

III. The Speaker of the House shall serve for ten years and may be re-elected only once.

IV. The Speaker of the House's office shall be responsible for keeping records of the transactions and proceedings of the legislature.
