If citizens are required to carry their identity cards with them at all times, then currently there must be a punishment for not doing so. Everything must be on a case by case basis; what if someone's identity card fell out of their pocket and they had not realized it before? We still need mandatory identity cards for identification for state services, etc., but their carrying should not be mandatory. Article 1: All citizens of the nation shall be issued with identity cards for the purposes of identification for state services and related reasons. However, the carrying of identity cards at all times is not mandatory. Article 2: Identity cards shall be legally acceptable proof of residence, date of birth, name, signature, image, kinship (to parents), and nationality/citizenship. However, they will not be acceptable as passports or drivers' licenses. |
