The Defence Minister, Joris Peeters, Lord High Constable of His Majesty's Privy Council, on behalf of the, King Augustan I, does present this Military Rearmament Bill before the Parliament of the Commonwealth of Rutania on the 20th December, 2971.

Minister Peeters, the Combined High Command, and their advisers do propose the following to reform the military for the coming 31st century warfare:

Article I: Personnel of His Majesty's Military

Section A: Current force strength will be kept, with 250,000 active personnel financed by the Federal Government. 1,500,000 reserves, with each Provincial Government funding 200,000 and the Federal Government funding 500,000. Issued equipment will be standard for all personnel, however, the bearing of costs will remain as is. This is ensure uniformity and discipline between our units.

Section B: The structure of the military will remain the same as well, taking into account active and reserve troops. The numbers are as follows: (Active) Army - 100,000 Navy - 70,000 Air Force - 50,000 Military Intelligence - 20,000
(Reserve) Army - 700,000 Navy - 500,000 Air Force - 300,000

Division of units and unit substructures will be determined by the Combined High Command

Article II: Equipping of His Majesty's Military

Section A: 500 R-2B "Jaguar" Tanks, 5,000 Armoured Personnel Carriers, 6,000 Supply Trucks, 750 Engineering Vehicles, 7,500 General Personnel Carriers, 80 Gunship Helicopters and 500 transport/support helicopters for the Army

Section B: 5 Klausenburg-Class Battlecruisers, 2 Cooper Nuclear-powered Aircraft Carriers, 20 Nelson-class Destroyers, 35 varied Escort Destroyers, 12 AEGIS Cruisers, 15 varied Frigates, 35 Nuclear-powered Poseidon-class Submarines (with nuclear capabilities) and 65 transport ships for the Navy as well as 250 helicopters. 35 All-purpose landing craft and 250 Amphibious APCs and tanks for the Marines, as well as 1,000 support vehicles/helicopters

Section C: 35 new RTF-1 RutaTech "Raider" Fighters, with 65 due by 2980 and another 75 due 3000. 20 new RTI-1 "Jupiter" RutaTech Interceptors, with 60 more on order due by 2990. 25 RTB-1 "Blackout" Strategic Bombers, while maintaining our 50-strong fleet of current tactical and support bombers. 50 large transport aircraft, 275 medium transport craft, and 250 small transports for the Air Force.

Article III: Funding Estimates

The Ministry of Defence believes, Army, Navy (and Marines), as well as most Air Force acquisitions can be funded with current budget limits by the 3000 deadline provided within this bill, however the new RutaTech aero-technology is state of the art and well-outside the current bounds of funding. The Ministry therefore requests Parliament to enact a one-time withdrawal from the Commonwealth's immense reserves at the cost of 80,000,000,000 Rutas. The nations reserves more than cover this amount, and this should put no financial strain on the government or economy, rather this will be investment into the economy, as all this new RutaTech is coming from a Rutanian-owned company.

MessageTSP supports this bill, and I am happy to announce that the Finance Ministry is willing to forward the 80,000,000,000 Ruta amount for the technology investment. We will work on continuing to run our budget in the black moving forward, and hope to have replacement of those funds by the year 3000.
