This Act will devolve powers over policing to local governments.

This Act shall also establish elected "Police Commissioners" for each local government. Police Commissioners may be either attached to a political party or independent. Police Commissioners shall be responsible for hiring and firing Chief Constables, setting and controlling the police budget, and creating the strategic plan. Police Commissioners shall be answerable to the electorate every four years.
