In the name of His Imperial and Most Excellent Majesty, Emperor Gustavus II of Luthori, it is enacted that:

1. Privately owned stock markets shall be legalized.

2. The Mercantile and Exchange Subcommittee of the Imperial Regional Oversight Committee shall be created to regulate those stock markets. The membership of the MES shall be decided upon by the IROC.
