A bill devolving to the Provinces of the Commonwealth several duties concerning ecological maintenance and stewardship. ARTICLE I - Traditionally, the Commonwealth of Rutania has thrived on forestry and related industries. In the interests of promoting a healthy economy and involving private enterprises in helping to maintain the Commonwealth's natural resources, it is hereby resolved to allow commercial forestry to cooperate with local forestry agencies. ARTICLE II - The Commonwealth of yesteryear saw great economic strides made in sustaining the fishing industry through the conservation of fish populations, and currently the Commonwealth has a national law prohibiting all commercial whaling, but allowing for scientific whaling practices. While the national government has no intention of allowing a large-scale whaling industry to become active once again, it seems unlikely that there will ever be whaling practiced in the provinces of Bozarland or Kragusrov, regardless of for commercial reasons or not. To allow for a more efficient whaling policy, and to remove the ridicule of the national government for having a law banning whaling in landlocked provinces, it is hereby resolved to devolve whaling policies to the provinces. ARTICLE III - The Commonwealth currently spends a small fortune in regulating the drinking water of all territories and provinces. The technology and expertise are available to allow this regulation to occur more efficiently at the local level, without a bureaucratic centralized entity to regulate water usage and quality. To cut costs and increase efficiency, it is hereby resolved to devolve water regulation duties in the provinces to Provincial authorities, while retaining centralized control of water quality for East Dovani and all non-provincial territories that belong to the Commonwealth. ARTICLE IV - While it is worthwile to protect endangered species from abuse and possilbe extinction, free trading in certain species could foster a revitalization of the species with the right regulations. With the intention of promoting enterprising interests and fostering a trade in exotic or endangered species, it is hereby resolved to allow local governments to set regulations concerning indigenous endangered species. |
